On further searching I found that this F. Prather is the man you are looking for. Ancestry has his application on line in which he identifies himself as F.H. Prather of Hays County; and he states that he was in Carrington's Company, Gidding's Battalion, which was a part of the 2nd Texas Cavalry commanded by John S. "Rip" Ford. Prather states in his application that his regimental commander was Col. J.S. "Rip" Ford. If you are not a subscriber to Ancestry, you may order his application, and that of his wife, Lillian, from the state.
