There were 4 different drafts between 1863 and 1865 so it wouldn't be unusual to see names listed more than once.
It's also not unusual to see someone who enlisted be on a draftee list.If draftees voluntarily enlisted before they were mustered in they were eligble for bounty money fromthe Federal Gov. , the State and County. Many did this.
As for the quotas- The Federal Government gave a quota for the number of men to be drafted from each state based on population. The number of volunteers were subtracted from the quota and the remainder were placed in a lottery to be drafted.
