The names in the box?

Has anyone any suggestions about an ancestor of mine and shine some light on the terminology used in the New York City civil war drafts.

OK my ancestor was a Peter O'Neil who lived at 84 Madison Street (address absolute 100% confirmed) and he is named twice (so far as I've found) in the NY Times draft lists/ballots.

27 August 1863, O'Neil Peter, 84 Madison Street
18 March 1865, O'Neil Peter, 84 Madison Street

What could this mean? He was supposed to have been a veteran according to one of his brothers' obituary. Anyhow that apart because I've never found any actual evidence of service how come the two listings? I've heard of people paying substitutes - I presume that you paid someone to take your place if selected? Even so could you then be selected twice? That appears unlucky?

So moving on - in the pages in the NY Times there are references to quotas, balances and additional per cents. Anyone know what these are exactly? I've included the following as reference.

27 August 1863
The quotas for the district were declared to be as follows:
Seventh Ward 979 1st sub district
Tenth Ward 787 2nd sub district
Thirteenth Ward 585 3rd sub district
Fourteenth Ward 724 4th sub district
Total 3,674 to be drawn including the additional 50 per cent

18 March 1865
Names in the box 7,329
Quota 799
Drawn yesterday 1,100
Balance to be drawn 498
The additional hundred per cent
