Civil War Who Went

I would like to know How was it determined who would go fight?
I have a great great grandfather who was 18-19 years old at the time. I would like to know How to see if he fought in the Civil War. The main problem,there is a heck of a lot of men with the same name,I can only guess the state he would have fought for or signed up from. Does anybody have any suggestions,as I can't send for every record there is with the same name that would be really expensive.
His name was Alonzo D. Carter,I am guessing he would be from Fulton Co. Ohio, that is a guess (he was born in Ohio about 1843.
