"According to U.S. Army Register of Enlistments 1798-1914" a database on Ancestry a Francis C Craft enlisted Feb 19 1862 in Dubuque, IA by Lt. King for 3 yrs. born:Penn age 19 Eyes: Gray, Hair: Brn, Complex: DK, Height: 5'9"assigned 16 Infantry (Regular Army) Company H --Remarks: Missing In Action Sept 19 1963 at Chickamauga, GA See Cpt(orCsst)=253=1867
This is a ledger entry and probably the only "Service Record"available.
Looks like he wasn't declared dead till 1867.
1850 census has born Pennsylvania, family in Stephenson County Illinois Just listed as Francis Craft
1860 census has born Illinois, Craft family in Allamakee County Iowa. Francis G (as transcribed, it is a C) Craft is in another family's household as a farm laborer.
The Pension and it's payments and who were eligible to receive it were "amended" many times since it was first approved by Congress. Check the history and amendments, could be a mother couldn't get it till the year Susan filed.
