Where are you reading this number? Is this it?
There is the image of a Pension Card online at Ancestry for a Charles Grosser that served for Minnesota, H, 4 Minn Inf that died in GA 1864. His mother Magdalena Grosser applied May 25, 1878 Application #837498 Certificate #188132
A transcription of it is on the LSD FamilySeach.org new Beta Search site. It doesn't note his mother applied for the pension.

There is another image of a Pension Card online at Ancestry for a Charles Gross, alias Charles Grosser that widow Margeret Grosser applied for Sept 11 or 17 or 21 1890 in MO, application number 4-70 001. The "Invalid" line which is the Veteran who applies is blank.
Served H, 3, U.S.R.C. MO Inf
LDS Beta search has transcription also and still does not note it is widow that filed, not the veteran.
