Although there is no evidence for such, a good candidate for this dubious title would be Brigadier General Montgomery Cunningham Meigs, Quartermaster General of the Union Army. One of the food staples issued to Union soldiers was the much despised hardtack, a very hard cracker made from water, flour, and lard and the heart of the Union army diet. It had several unflattering names and they even had a song about it. Also, and without benefit of the context, the soldier could have been referring to the cracker, not a person.
