The PA Archives ARIAS Card Index database shows the following Francis Carrs:

Enrolled at Port Carbon
He also served in Company E of the 17th Regiment of the Militia of 1862
There were two Frank Carrs listed:One served in Company M of the 3d PA Cavalry; his residence was Pottsville; the other served in Company I of the 53d Regiment of the Militial of 1863.
The 119th was recruited during August of 1862 by Peter C. Ellmakerof Philadelphia.In 1861 he had organized a regiment known as the Gray Reserves for home duty.Perhaps your Francis H. Carr served in this regiment also.
