1836 is too early for VA birth records. They didn't begin until 1853. 1911 is too early for WV death records although you may find a county record from the county clerk.
Your best bet is to find a marriage record in VA. If the person I found in 1850 and 1860 is your Stephen Matheny, he was married at least by 1859. You may have to try several counties if you are not sure which county he married in.
