I am decended from Count Jean deCessna. The borders in most of what we know as the European Countries of today changed hands many times for many years. I do know this about the original Count DeCessna. He was a neighbor of another of my ancesters that was from around Gard Province, near the Carpathian mountains of France. He fought with William of Orange in 1690 at the Battle of Boyne in Ireland. He was a Huguenot. The religious Battles were very bloody. When the battle was done he remained in Ireland where it is believed he married a girl from that area. Together they sailed in to America and set up house near Shippensburg, PA.
The name has gone under several variations. I would suggest getting the book, "House of Cessna" It is rather interesting. There are some mistakes in it however in my line. Have fun!
