I have nothing definite for you, but this might be a possible clue. In the book "The Churchill Family of America" by Gardner Asaph Churchill and Nathaniel Wiley Churchill, I have found a possible Stephen for you. I do not have this book, only copies of the pages that regard my line. Please note that I have two separate Churchill lines, and this one is NOT the Stephen/Anson line.
William Churchill (no. 23 in the book)had 8 children, with birthdate give for only 4. Those birthdates are between 1766 and 1777, which is about the right time frame for you. One of his sons was Stephen, no dates given. Stephen is continued on the the book, identified as No. 70. Unfortunately, I don't have a copy that page. I do know that one of Stephen's brothers, Samuel, also went from CT to VT. Perhaps you could send a message to the group, asking if anyone has the Churchill book. Best of luck to you.
