Ulyssses Simpson Grant Edward Chipman - Colebrook River Village

This was my maternal great grandfather, born in the now defunct town of Colebrook River Village Connecticut in the 1850s. The town was flooded in the 1950s to create a resevoir.

I need information on how to obtain his birth records, as the villiage no longer exists. He was a veteran of the Spanish American War, but his military records were destroyed when the depository had a large fire.

I was told by my grandmother, his daughter, that he was a travelling painter, and even helped paint the Empire State Building in NYC! He died about 1933 in Winchester, Connecticut.
