I am able to identify some of the people who signed the letter - one is my grandfather E H Lynch - Eugene Hugh Lynch. He was an Inspector with the Shanghai Municipal Police and spent about 40 years in China.
T P Givens was Thomas Patrick Givens - he was born in Ireland and was in the Shanghai Municipal Police from 1907 until 1936. The third man is M Ganley also in the police from 1906 - 1931. Would it be possible to see a copy of the letter?
