Try the National Archives of Australia. They have offices in each state. A considerable number of Harbin Russians came to Australia in the late 50s and 60s. They should be easy to locate in the Immigration records.
The Australian Council of Churches was, I recall, involved in this activity. It might be worth contacting your local state Council of Churches to see if they have any records.
It is likely that someone in the history department of your local universities might be able to point you in the right direction.
