Hi,
My great uncle Thomas William Spottiswoode was an inspector in the SMP from 1896-1918. Eustace George Hogan Halwell was with the SMP from 1921-1931. This is the only information I could find on Dr. Robt. Bickers' website. He is an authority on the SMP.
