Though some Russians accepted Soviet citizenship at the end of the war, most were stateless and could not enter the USA (some did, though, under various quotas). I don't know of records for Harbin or Tientsin, but records for the 1940-1945 period for Russians in Shanghai do exist, as well as the year 1946 for Tsingtao.
