Skidelskaya or Skildelsky business in Harbin 1923

I have a job reference written in 1923 for my grandmother provided by 'the heir apparent or successor' to a person whose Russian name translates to Skidelskaya. Research indicates the 'Skidelsky' family were Russian Jews who had major business interests in Harbin.

The letter refers to the 'Harbin office'. I am searching for information about who this employer was - a company or individual, what sort of business etc?

Can anyone help me please?
