Large libraries in Australia (Library of NSW, National Library of Australia) should have copies (either bound or on microfilm) of _The North-China Daily News_, or its weekly digest version, known as _The North-China Herald_. I have seen birth, marriage, and death announcements in the latter, but am not as familiar with the older (pre 1920) issues.

As for Consular births, you would have to check the appropriate records at The National Archives, Kew, London. All births, deaths, and marriages involving British citizens outside of the UK were supposed to be registered at the nearest consulate, which reported them back to London every quarter. Records go back to the start of civil registration, in 1837.
