Records, if they survive, are scattered. I have seen references to stateless people in Shanghai in the Japanese archives. There are also records at NARA in College Park, MD. There are two folders about the Russian Emigrants Committee in Shanghai, 1937-1941 and 1941-1944. In addition, there is a collection of cards with photographs of all stateless residents of Shanghai, 1940-1945, and microfilm copy of Registration Certificates of teh Russian Emigrants committee, 1944-1945.
