Title of your query is a little misleading. s far as I know there wasn't even an Arkansas in 1800.

The only thing I have for you is that Elijah Chastain, Jr. & his wife, Rhoda Sarton had a son named Richard M. Chastain b. ca 1842, GA. This family was in Rabun Co., GA 1830 & 1840. They had moved to Tishimingo Co., MS by 1850 - then Sevier Co., AR by 1860.
