William P. Chandler - 1870 Census

I am searching for information on William P. Chandler, my GGGF. He died in 1944 in Pickens, SC and his death certificate says he was born May 31, 1862 in Georgia, his father's name Robert and mother's name Mary? I have not been able to locate him prior to the 1900 Census (Pickens,SC).
I found a William, age 8, living in Jackson County, Georgia in 1870 Census with Sarah Umphries. Other children living with her were Martha Hardy, age 11, Louiza Thurmond, age 16, Joseph F Roberts, age 4, and Richard Ware, age 2. Why were these people living in the same household? Were these children Civil War orphans? Please share any information that you have.
