I'm not sure about Elbert County, but do know that Elbert Co. was cut from Wilkes Co. GA. Elbert County, is very close to Franklin Co., just where Richard Chandler and his family was, plus, other Chandlers.
I did find a record of where Matilda Carter owned land in Dooly Co. which is in the SW section of GA
"Franklin County Georgia Probate: Matilda Carter widow of Abel Carter of Franklin dec. have leave to sell all that tract of land lying and being in Doly County Georgia. Known by #50 1st District, drawer by Major John Carter. She being the legal guardian of her son."
