When I wrote that the GO number seemed high I was thinking about War Department (WD) or Department of the Army (DA) GO's. The GO 341-43 would be a "unit" GO. I've had some experience in obtaining copies of GO's. I spent about one and a half years writing letters and emails and waiting for a response to obtain all of my father's records including a copy of every GO mentioned in any of his records. Because I'm disabled and not currently working I have time to be able to do research. If you want to email me a copy of William D. Wells WD AGO forms mentioned in your posting I'll see what info I can find. From your information I suspect that William Wells was probably a member of a fighter wing within the 13th AAF. My email address is: dga99@hotmail.com.
