FYI: the American Legion Organization is composed of American Veterans of all Wars; he had to be a Veteran in order to be a memeber;
The Elks Club is simply a Fraternal/Civic organization...military is not involved at all.
If he has a military marker, it simply means that he served in our Armed Forces.
Most WWI personnel records were archived in ST. Louis; there was a fire in 1973 in which a lot of records, unfortuantely were destroyed. The NPRC (National Personnel Records Center) has since tried to reconstruct those records. You might try writing to them...you can google for the address; the serial Number would help, but the place of draft registry/home town/birthdate would help also.
When you check the War records for his unit, be sure to include Co I....a Veterans Administration Office could direct you to the next step...most towns of any size has one...good luck.
