The WWI Historian did not know what this refers to; after reading a bit, I also think it was a part of the huge demobilization that took place after the War ended; it ended so suddenly and here all these troops were, all over Europe...perhaps the 'dependency' refers to the fact that a soldier had people depending upon him, children/parents, etc and they were discharged first?? Most of what I read was under the headings of Medical, however, and how they had set up sanitation/facilities for our troops...
