That stands for the Central Infantry Officers Training School, which was located at Camp MacArthur, in Waco, Texas. Here's a brief quote from the book Waco by Eric S. Ames (Arcadia Publishing 2009):
"The United States declared war on Germany in April 1917; by June, the army had begun construction of Camp MacArthur in Waco. Designated as a training camp for the Central Infantry Officers Training School, Waco citizens warmly embraced the estimated 35,000 men who would occupy the tent-camp, constructed on 5,000 acres of land on the city's northwest side."
