He filed a WWI Draft Registration Card in Houston Texas June 5th 1917, He was living at the Field Hotel, Houston, TX, was born in Glenridge, NJ USA was employed by Edison Laboratories of Orange, NJ as a Sales Engineer (Traveling). So he must have been sent to live in TX by employer at time so he was drafted into service there or volunteered.

Frank Joseph Higgins age 29, b. July 16, 1887, single, Tall, Stout, Blue Eyes, Lt Brown Hair
