This looks like Walter on the LDS 1880. Eliza Jane had another first name for you to worry about. J. Letcher is probably John and they called him that to distinguish him from his dad. Luther is three years in the future. Clifford is yet to come or hiding out. Victoria may have died young, may not.

I couldn't find them in 1870.

In 1860 (page 185) there is a John Wilson in Petersboro, age 27, "Taner" (Tanner?),
Emily Wilson, age 25.

No kids. This might be him, might not.
