For someone with a limited amount of time, the most productive place is the Genealogy and Archives Room at the Cultural Arts Center in Charleston, West Virginia. Check the hours they are open ahead of time. The location contains records from all WV counties as well as microfilm of newspapers, family histories, census records. Remember that WV did not exist until 1863 and was Virginia prior to that time. Records can be found at all the the county seats of the various counties (counties were often formed from other counties). Union is the county seat for Monroe. Many records were not required to be kept until certain years. While birth records may not be available for earlier years, information can often be found in wills or the census records. It's been my experience that earlier census records are not correct in regards to ages.
