I am not a federal employee, but there are some records available at NARA. As for 1812 documentation, there is plenty of that in the form of pension files, bounty land warrant applications, and other things that can prove a person's military service, age, place of birth, spouse, etc...
NARA does have headstone applications, but it depends when the application was made. I was told in the past that the older ones (post Civil War era) were not kept. The more recent applications may or may not be available for public view. Even if it's not available for public view, you could fill out a request under the Freedom of Information Act and explain your case.
