Hi Ron.

I believe I can help you with this problem about the Cherokee records and Dawes rolls.
When a person applied for the rolls, testimony was given, if no record of the person being Indian or there were questions about their family, more than one person could give testimony on behalf of the person applying.
In your post you mentioned two sons living next to each other and one was listed as Indian... the 1900 US census has the Indian census on it, and there you should be able to find the tribe information except in cases of non Indians married to a Indian will list that person as having no Indian blood but will be on the census form.
I was able to find Chadrick C. Wallen's testimony, and there is a lot on him.

Chadrick C. Wallen applied to the Dawes as "a citizen by intermarriage to the Cherokee Nation" Testimony given by W. W. Weir states that Chadrick married his sister, Ann Eliza, her first husband was Cherokee with the last name of Woodward and he died, her second huband was Nellis, I think she divorced her second husband then married Wallen.
Before she married Wallen, two of her children died, and there is some question as to her mental status.
On Sept. 20, 1900 Chadrick gives his testimony, he states that he is 71 years old, he married Ann Eliza in 1885, and they do not live together, she wanted to be with her people and she left him after three months, he did not know where she was living, (she was in a mental asylum) he stated he wanted to divorce her but could not find her to serve her papers.

So Chadrick was in no way of Cherokee decendancy, but was trying to get enrolled as being married to a Cherokee, but he was not eligible, and after some 60 pages of testimony from many people, he was refused membership in the Cherokee Nation as a intermarried person.
