I'm afraid I have no idea who Ann Dowell is, so I don't understand the connection here. Perhaps you might be able to explain?
Cornelia was the widow of John S. Wakeley. Her son was William S., who appears in the 1840 Caesar Crk. Twp., Greene Co., OH census as "W.C." So, you are correct in your assumption that the "W.C. Wakely" is related to Cornelia. He was the older brother to my George W. Wakley.
In addition to the two I already listed, Cornelia had three other sons: Daniel, Thomas, and John. I do not know who these other Wakelys are that you mentioned, but I suppose it is possible that they may belong to one or two of these three sons.
William S. Wakely disappeared from the radar after the 1840 OH census, because he does not seem to be found anywhere after that. It is entirely possible that he could have changed the spelling of the last name, since there are quite a few different spelling variations within the same family.
