I looked at the resources a bit closer and found that the oaths of allegiance were taken at various times and can be found at

The Virginia Magazine of History and Biography, Vol. 9, No. 1 (Jul., 1901), pp. 11-18. [online: www.jstor.org]

The Virginia Magazine of History and Biography, Vol. 9, No. 2 (Oct., 1901), pp. 138-143. [online: www.jstor.org]

I found both John Briscoe and Trewman Briscoe in the list dated 31 Dec 1777, but I never did run across Basil O'Neal, although I just may have missed it.
