You are correct. William Nelson was the administrator.

Fredericksburg holds some Superior Court cases pertaining Fairfax. Peter Sherman is mentioned in the case titled Adams vs. Nelson record 14-2. An extract is available at http://historiccourtrecords.org/courtrecordsearch.asp

I found the gravestone reference you mentioned online at http://www.fairfaxcounty.gov/library/branches/vr/cem/cem311.htm

I looked around for the Payne cemetery on land division plats, but couldnít find it. I did find the Nelson cemetery on a plat. Nelson had two mills too. No wonder he bought the mill shaft.
