What a facinating story! I'm not sure that I'll be much help, but Turley is a well-known name here in Fairfax County. One of the Willcoxons (family I'm researching) married a Turley. There is a book called "Turley Family Records" available from the Virginia Room in Fairfax. I don't know whether you could get it through interlibrary loan, but the staff are often very helpful over the phone.
The only Turley information I have is from that book:
Charles Turley (1754-1824)
his son was
Alexander Turley (abt. 1786-November 1853) married Susan Doanes (d. abt. May 1854)
they had at least two children:
Charles William Turley (b. abt. 1814)
Fanny E. B. Turley (abt. Sept. 1824-Apr. 8, 1844) married Josiah Willcoxon (Jan. 18, 1813-Nov. 16, 1861)
Fanny died due to complications from childbirth. Her children were:
Gertrude Turley Willcoxon (abt. Jan. 1843-Aug. 19, 1852)
Fanny E. Willcoxon (March 30, 1844-Sept. 5, 1932) married Richard M. Weir (Oct. 6, 1830-Nov. 13, 1903) and had many children.
