Civil Registry Offices in uruguay started in 1879 (2 years after he died). The best thing might be to write (preferably in Spanish) to the Instituto de Estudios Genealogicos del Uruguay, located in Montevideo, Calle Convencion 1366, Montevideo, Uruguay.
