Have you ever found him in any passenger records? In the 1930 Census of Merchant Seaman, I do find a William Graham, aged 17 (so a bit younger than yours) listed in Philadelphia at Pier 46, South Wharves; gives his mother, Ellen, 3946 Powelton Street, Philadelphia, as his next of kin.
There is another William Graham of the right age who shows up several times in the passenger records, working aboard several ships, but indicates he is from Baltimore and birth date is December 12th. Where did the birth date of April 5 come from?
