Unlike the U.S. constitution which separates church and state, the Mexican constitution does not separate church and state. Thus, if one was required by the Mexican government to become Catholic then it was for the purpose of making sure one was abiding by the Mexican constitution.

However, of a number of the settlers who became Catholic then later returned to their Protestant affiliations were mostly ignored by Mexican officials.
