Have you contacted the Henderson County TN Historical Society for information about the Lawler Family? I noted they originated in North Carolina, as the 1860 census has a John Lawler, age 72, b. NC (1788) There are many Lawlers on that census and since they are still there in the 1900s either the Society or the County Library might have family tree or information on their history.

Also, the brothers may have registered at the same time and accidentally marked "citizen" under the Indian column, as both "citizen" & "non-citizen" are under Indian. The reason I say that is that there were 3 different forms used for registration for WW I and the form they signed was the 3rd and different layout, so the possibility of a mark in wrong area could cause questions or they may indeed be of American Indian descent.
The John A. Lawler family of TN lived in Port Arthur, Jefferson Co. & last in 1930 census of Harris County, Texas (Houston)
