Checked the book "Birth Records, Wise County, Texas 1864-1902" compiled by Julian G. Allen- It contains all the delayed birth filings by either the individual or a 'relative' to have proof of birth before 'the official' record keeping started in 1903. There was a Bertie Palmer born in 1883 in Wise County but the parents are no the same. None of the parents under Palmer match the names you gave- there was a total of 6 of them.
