There was a rather large sanitarium located just outside of Memphis called Oakville Sanitarium that housed TB patients around that time (in fact, both of my father-in-law's parents were in there in the early 1930s). the buildings are still there, but it was converted to a home for troubled children many years ago. If you are looking for records from there, you may want to try the Memphis-Shelby County Health Department.
If you're looking for whether someone may have died there, the Memphis Public Library has a death index on their website (www.memphis.lib.tn.us) that covers the time period you are looking for.
