I am not at all sure about the interpretation of this word. If there is no widow (Enka) nearby, then I'd say "Enkom", which in this context could mean "For this particular purpose only".
He would already have received a moving certificate when he moved out, but would have to save that paper for when he moved in to another parish. So he may have needed a certificate just for his application for a passport.
I don't see that it could mean orphan.
