Did you try the Kansas State Historical Society? I found my grandfather in a roster in the pamphlet: "A Roster of Volunteer Troops Furnished by the State of Kansas for the Spanish-American War, 1898," published by authority of a resolution adopted by both houses of the Legislature, February 1, 1899.
