I have recently begun a search for information on my GrGrandfather who died of Malaria in his 30's leaving his wife and 6 young children. I learned that there are great SAW sources when searching via google ( just listed the info you gave and there it was).
Below are links that will point you to a couple of Pennsylvania sites listing the Ninth Infrantry and names your relative, information about the Ninth Infrantry during the SAW at two web sites including one that shows a photograph. You can also order information specific to his service via the NARA. Enjoy getting to know your family as I have mine.

If a file is found for the veteran, NARA will supply copies of documents that provide pertinent information about the veteran and his family. If no document is located, there is no charge. The instructions on the form explain the procedures for payment and the options for ordering copies.
Copies of Military Service Records are $17.
Copies of Full Pension Application Files are $37.
Copies of Pension Documents Packet are $14.75.
Copies of Bounty-Land Warrant Application Files are $17.25.
