Nope, not directly related but I research and record ALL Skaggs/Scaggs families and have for years. Since my posting, I've found the following bits of information as well:

1880 census Bethany Township, Harrison County, Missouri
Swartz, S.B. age 42 (House Painter) VA
Swartz, Mary J. age 38 wife MO
Swartz, Charlie age 4 (son) MO
Swartz, Leroy age 2 (son) MO
Swartz, Mary age 6 (dau) MO
Swartz, Amanda age 21 (dau) IN

(I found this interesting because it's a Swartz family in Missouri with a Mary J (not Ann) and their child is a Leroy!)

Missouri Death Certificate #27925 Graham, Nodaway County, Missouri
MRS. MARY ANN SWARTZ (Widow)
Died: September 27, 1927 at 2:40 pm
Age: 76 years, 8 months, 17 days (Housewife)
Buried: Graham Cemetery on October 02, 1927
Informant: James W. Decker of Graham, Missouri
MARY ANN SWARTZ's birthplace: Petersburg, Indiana
FATHER: Wesley SKAGGS
MOTHER: Rebecca Norton

This is the Mary Ann Skaggs Swartz you're reseaching and I see where you obtained the information concerning her parents. At the time of her death (76 years old), I'm wondering if the INFORMANT, James W. Decker is directly related to her? The informant 'might' have confused her uncle with her father and knew her mother ... have you found Mary Ann Skaggs & Swartz's marriage certificate?
