Hi Jerry, My best guess is “Makuf” in the gubernia of “Washonya” (Warsawa?). Like you, I could not decipher the draft board clerk’s handwriting. It appears he was spelling phonetically. The 1920 census indicated he was born in Russia/Poland and of Polish ethnicity. The 1930 census said he was born in Poland. Norbert
