Hi Tracy, Generally speaking, those who applied for U.S. citizenship (especially in rural areas) did so in the local county courts. Portage County WI transferred all of their U.S. Naturalization records to the University of Wisconsin, Stevens Point University Library for preservation and safekeeping. http://www.wisconsinhistory.org/libraryarchives/arcnet/stevens.asp The Nellis R.
