It's been a while since I've exported a GEDCOM in that manner, but on the menu that comes up when you click on File:Export, on the right side there is a list for "Include". Uncheck the box "Full information on living" and that should list the people without any dates. After unchecking that box, you have the option to then uncheck "Names on living". Doing that eliminates all living people, per the PAF guidelines, from the GEDCOM.
I believe that PAF uses the rule that anyone without a death date who is less than 95 years old is considered still to be living.
