If you send the PDF or Word file (save it as a Word document), the recipient will have the photos because they are copied into these reports. But a GEDCOM does not contain copies of the photos, just links to the locations of the photos on YOUR computer.
If you are sending a GEDCOM file, you will need to also send a copy of your media folder if you want the recipient to see the photos. Then when the recipient receives these, they can import the GEDCOM file and with luck the links will work. You can't count on the links working, but if the other person uses PAF it is easy for them to relink to the media files.
An alternative might be to copy the PAF data file and the media folder to a flash drive and make sure they are working on a different computer. That way you (as an experienced user) can do the relinking if it is needed. You can send them a copy of the PAF data file, media folder, and the link for downloading PAF. This might be worth a trip to a Family History Center is there is one handy. If there is one, maybe explain the problem and ask when there is someone available to help you if you come in. (Every FHC has a variety of volunteer staff members with different strengths.)
