This worked for me in the latest version (PAF v5.2), which I've only just begun to use. In fact whether or not the marriage (itself) is selected, or just the partner to be removed, so long as Edit Marriage is selected (eg. right-click, then Edit Marriage), and then click the Delete button, the marriage can be deleted. I could not get it to fail.
